Research checked 29 October 2026. This pack supports the agentic enterprise strategy and registry catalogue.
What has been obtained
The pack preserves unmodified PDF bytes where downloads succeeded, with SHA-256 fingerprints, source URLs, retrieval times and extracted text in the download manifest. Text files are searchable derivatives; the PDF is the source copy. A validated PDF means the file opened successfully and its title was inspected. It does not certify that all amendments have been incorporated or that every provision is in force.
The document index lists every attempted document, successful local copies and unresolved downloads. Downloaded legislation, parliamentary proceedings, a consultation draft and foreign guidance are labelled separately. Neither the white paper nor the parliamentary assent announcement is the enacted Foundations (Amendment) Act 2026.
This is not yet a complete set of current laws for all registries. Several official sites returned request-rejection pages or connection failures. Those responses have not been saved as legislation. Exact official document URLs are retained, but linking a file is not claiming possession of it. The most important outstanding item is the exact enacted Foundations (Amendment) Act 2026, with its commencement and final implementing instruments.
The catalogue covers principal registry families, not a certified census of every statutory list maintained by every department. Completing the user's broader “all registries” request requires a department-by-department statutory inventory as well as retrieval and amendment reconciliation. That work remains open.
How to establish the law at a date
For each register, obtain the enabling Act, amendments, commencement orders, subordinate legislation, applied or extended UK instruments where relevant, and rules governing entries, access, correction, fees and appeals. Confirm which provisions are in force at the research date. A regulator's notice can explain operation but cannot replace the instrument creating the power.
Tynwald explains that the legislation website supplies current Acts and point-in-time material, but consolidated secondary legislation is incomplete. Its own secondary-legislation collection holds instruments as made. It also distinguishes electronic reference copies from the hard-copy version published by authority for court use. Accordingly, this pack is a research reference rather than certified court evidence. Finding the current text, secondary legislation collection, publishing coverage
Shipping and aviation
| Registry or service | Exact instrument identified | Provisions and remaining work |
|---|---|---|
| Merchant ships; yacht registration | Merchant Shipping Registration Act 1991; Merchant Shipping Registration Regulations 1996, SD 689/96 | Act ss 4–6 concern representatives, register and refusal; s 11 registration particulars; s 14 ports; s 15 removal. The four ports are registry designations, not four separate globally ranked fleets. Reconcile the hosted consolidation with all later instruments. |
| Ship mortgages | Same Act, s 32 and Schedule 1 | The statutory effect relates to ships or shares in them. It cannot be assumed to apply to agents or datasets. |
| Small ships | Same Act, s 46 and Schedule 2; Small Ships Register Regulations 1991, GC 393/91 | A distinct registration route; check current eligibility and amendments. |
| Fishing vessels | Same Act, ss 47–59 and Schedule 3; Registration of Fishing Vessels Regulations 1991, GC 392/91 | The registry index also lists a 2001 tonnage/registration amendment. Fishing permission is a separate question. |
| Demise/bareboat arrangements | Same Act, s 60 and Schedule 4; Demise Charter Register Regulations 1991, GC 394/91 | Distinguish ownership and charter arrangements. Check current consolidation and supporting requirements. |
| Ships under construction | Same Act, s 60A and Schedule 4A | Explicit statutory provision discovered in this review. Enabling provision alone does not establish a live population or all operational procedures. |
| Yacht operational categories | Pleasure Vessel Regulations 2003, SD 396/03; Vessels in Commercial Use for Sport or Pleasure Regulations 2018, SD 2018/0312 | Operational requirements complement registration. Current codes, survey rules and notices need separate reconciliation. |
| Shipping eligibility and fees | Qualified Owners / Relevant Countries Regulations 2025, SD 2025/0005; Merchant Shipping (Fees) Order 2026, SD 2026/0043 | The registry index calls the fee item Regulations; the actual PDF is titled Order. This pack follows the instrument. |
| Residual shipping provisions | Merchant Shipping (Registration) Act 1984 | Much is marked repealed in the downloaded text. Do not use its title as proof that it is the principal current registration code. |
| Aircraft registration | Civil Aviation (Aircraft Registration and Marking) Order 2022, SD 2022/0073, under the Airports and Civil Aviation Act 1987 | Official amended Order; official enabling Act copy labelled amended 17 November 2025. Downloads rejected. The 2022 instrument must not be replaced by an assumption that the older Air Navigation 2015 framework alone supplies current registration law. |
| Aircraft mortgages | Civil Aviation (Mortgaging of Aircraft) Order 2026, SD 2026/0011 | Official amended Order, download rejected. Registry notice confirms effect from 1 October 2026. International-interest/Cape Town arrangements need the exact UK instruments and Manx extension/application checked separately. |
The shipping downloads came from the registry's primary Acts and principal regulations directories. They are not a download of every maritime safety, labour, pollution or operational instrument. The CAA document library identifies the aviation copies.
Corporate and ownership registers
The exact official PDF addresses and retrieval status for the following Acts appear in the document index. Most could be identified through official indexed sources but could not be downloaded locally.
| Register family | Enabling legislation identified | Additional work before treating the set as complete |
|---|---|---|
| 1931 companies and associated charges | Companies Act 1931, AT 2 of 1931 | Reconcile the Companies Acts 1931–2004 and later amendments, registration, annual-return, charges, insolvency and fee instruments. |
| 2006 companies and associated charges | Companies Act 2006, AT 13 of 2006 | Use Manx legislation, not the UK Act of the same name; verify current registration and charge provisions, forms and amendments. |
| Limited liability companies | Limited Liability Companies Act 1996, AT 19 of 1996 | Amendments, filing, fees, continuance and winding-up rules. |
| Foreign companies | Foreign Companies Act 2014, AT 3 of 2014 | Current filing and disclosure requirements and subordinate instruments. |
| Business names | Registration of Business Names Act 1918 and Registration of Business Names Act 1954 | Both Acts matter; business-name registration is not incorporation. The exact 1954 source is included below. |
| Limited partnerships | Partnership Act 1909, Part II; Limited Partnership (Legal Personality) Act 2011, AT 9 of 2011 | The 2011 Act permits an election concerning legal personality; do not assume every registered partnership has identical status. Retrieve current versions and procedural instruments. |
| Foundations | Foundations Act 2011, AT 17 of 2011 | Registrar, registration, constitutional documents, administration and permitted activity must be read together. 2026 amendments require reconciliation. Registrar appointment, continuance, winding-up and fee instruments also apply. |
| Industrial societies | Industrial and Building Societies Act 1892, AT 6 of 1892 | Current amendments, registration procedures and fees. |
| Credit unions | Credit Unions Act 1993, AT 19 of 1993, with relevant society legislation | Registration and financial regulation must be checked separately. |
| Beneficial ownership | Beneficial Ownership Act 2017, AT 3 of 2017 | Reconcile current disclosure/access rules, 2026 changes and any subsequently enacted entity-verification legislation. A Bill that has passed branches is not by itself proof of commencement. |
Official control sources: registry categories, Acts and regulations, and practice notes. These directories are necessary for locating supplementary instruments; an enabling Act alone is not the entire operative filing framework.
Digital, data and international filing arrangements
| Arrangement | Legal source and status | Meaning for the strategy |
|---|---|---|
| Data Asset Register / Data Asset Foundations | Foundations Act 2011 plus Foundations (Amendment) Act 2026. Downloaded parliamentary proceedings announce Royal Assent in May 2026. Exact enacted amendment, commencement and final implementing instruments not retrieved. March 2026 white paper is explicitly a consultation draft. | Do not assert an operational register, operative proprietary effect, collateral priority, tax result or current registration entitlement on the strength of the draft. Confirm each effect in enacted and commenced provisions. |
| Register of controllers and processors | Data Protection Act 2018; Data Protection (Application of GDPR) Order 2018, SD 2018/0143; GDPR and LED Implementing Regulations 2018, SD 2018/0145 | Exact official source PDFs identified, downloads rejected. Registration/fees/exemptions and later amendments require review. This compliance register is not a register of ownership of data. |
| .im domains | IANA delegation record, registry policies and contractual registration terms through nic.im | This review has not identified a standalone Manx domain-title Act. Obtain the exact current contract, dispute policy and applicable-law terms; do not substitute the Communications Act for a verified source of domain rights. Contract text has not been preserved in this download set. |
| Satellite filings | Communications Act 2021; CURA filing framework; Ofcom filing procedures and applicable ITU framework | Filing through the recognised UK route is distinct from an independent Manx satellite-ownership register. Full international instruments, current contractor authority and procedures are not assembled here. |
The official data-register consultation and its June response explain the implementation work. A proposal's policy description must not be represented as an exact statement of enacted law.
Further original records recovered on 29 October are indexed in the dedicated DAF source pack, including the introduced and amended Bills and updated notes. The October Chamber event report targets Q1 2027 launch, with January the working aim. The July fee consultation proposes £5,000–£10,000 initial registration and £15,000 annually per asset; a final tariff and made operative regulations have not been recovered. Latest event report, fee consultation paper
Financial and other regulatory registers
| Register family | Enabling law identified | Remaining exact instruments or qualification |
|---|---|---|
| Financial-services licenceholders | Financial Services Act 2008, including s 35 register provisions | Regulated Activities Order, exemptions, current register/disclosure rules and amendments. The base Act download failed. |
| Insurers, managers and intermediaries | Insurance Act 2008 | Identified regulator-hosted copy is explicitly dated 1 February 2018; currency is not certified. Current registration and category-specific rules still required. |
| Collective investment schemes | Collective Investment Schemes Act 2008 | Scheme type determines authorisation, recognition, exemption and applicable rules. Registration is not a blanket approval of investments. |
| Retirement schemes and administrators | Retirement Benefits Schemes Act 2000, s 45; International Schemes Regulations 2001; Domestic Schemes (General Administration) Regulations 2004 | Current amendments and scheme/administrator requirements. A 2026 amendment Bill must not be treated as enacted law without verification. |
| Designated businesses | Designated Businesses (Registration and Oversight) Act 2015, AT 9 of 2015 | AML/CFT registration and oversight are distinct from full financial-services/prudential licensing. Current codes, exemptions and fees remain to be reconciled. |

| Land-based gambling | Betting Offices Act 2001; Casino Act 1986; Gaming, Betting and Lotteries Act 1988; other relevant gambling legislation | Exact current PDFs not retrieved for these Acts. GSC's primary-law directory supplies the official titles and wider framework. Its gaming-amendment heading/body disagree on year; that item must be checked against the actual law. Secondary-law directory requires separate reconciliation. |
| Medicinal cannabis licensing | Misuse of Drugs Act 1976, including licensing provisions | The licensing and transferred-function instruments must be assembled from the GSC legislation directory. Base Act identified, download rejected. A complete public licenceholder register was not verified. |
These registers often evidence a licence or registration status under a particular regime. That is different from an asset-title register and cannot be marketed as universal permission to operate an agent business.

| Electors | Registration of Electors Act 2020; Registration of Electors Regulations 2021 | Exact published PDFs identified, download rejected. Current amendments and electoral-purpose/access restrictions require checking. |
| Protected buildings | Town and Country Planning Act 1999, as amended; Town and Country Planning (Registered Buildings) Regulations 2025, SD 2025/0202 | Base Act PDF identified, download rejected. | Landlords | Landlord Registration (Private Housing) Act 2021 | Exact published PDF identified, download rejected. The government scheme page describes a voluntary scheme and outstanding implementation dependencies. Check current commencement and supporting regulations before stating a mandatory duty. |
The Central Registry legislation directory is an additional control source for civil and administrative registers. Its direct page also returned a request rejection during this research.
Cross-cutting law and foreign comparators
The Electronic Transactions Act 2000 was identified as a cross-cutting source, not a registry-creation instrument. Its exact official PDF link is in the source index. Automated transactions, agency, corporate authority and liability require a combined legal analysis; electronic validity alone does not confer AI personhood.
The Singapore framework PDF is retained as foreign governance guidance. The downloaded file identifies version 1.5, published 20 May 2026, updated 5 June 2026. Older search results describe the January 2026 release at the same URL; this pack follows the downloaded file and records its hash. UNCITRAL's Model Law on Automated Contracting 2024 is a legislative comparator, not proof of Manx adoption. Neither belongs in the count of Manx laws.
Outstanding work in order of importance
- Obtain the enacted Foundations (Amendment) Act 2026, exact commencement instruments, final regulations, registrar appointment/authority, fee instrument and evidence of operational opening.
- Retrieve the rejected core corporate and aviation documents; reconcile amendments and effective dates, especially the October 2026 mortgage change.
- Complete instrument bundles for every catalogue family: public-register rules, disclosure/access, forms, fees, appeals and relevant applied UK legislation.
- Obtain exact current land-based gambling Acts, General Registry/probate instruments, final protected-building regulations, and .im contract/policy versions.
- Build a department-by-department statutory inventory to establish whether further register families exist. Record every inclusion and exclusion, rather than describing the current catalogue as exhaustive.
No requests have been sent to officials or third parties. The strategy can be evaluated as a proposal now; its unresolved legal dependencies must be closed before anyone represents the proposed service as carrying statutory effects.
