Government & institutions
Old institutions. New responsibilities.
A credible AI jurisdiction needs institutions that can explain decisions, retain expertise and exercise control when delegation fails.
How the Island governs itself
Tynwald is the Manx parliament. Its two branches are the House of Keys and Legislative Council. The Keys has 24 elected members. The Island has its own government, civil service and judiciary. This site describes institutional functions rather than presenting an unverified live roster of officeholders. Official constitutional guide ↗

Public capability must survive delegation
Procurement should identify the lawful decision-maker, the permitted task, review standards, records, complaint route and exit arrangements. A model's confidence is not an administrative power. An agent should not silently become the institution deciding a person's entitlement.
The practical tests are inspection, override, recovery and replacement. Can authorised staff see why a recommendation was made? Can they suspend an action and restore the service? Can the institution change suppliers at an acceptable cost? Contractual rights matter when the people and systems can exercise them.
Opportunity without implied endorsement
A credible programme would combine registry operators, domain customers, legal expertise, technical assessors and residents. Start with a capped, authorised pilot and an independent comparison. Public spending, procurement and appointments need their own approvals; a strategy document provides none of those powers.
