# Isle of Man registries and international standing

Research checked on 29 October 2026 for the Isle of Man AI and agentic-economy strategy.

The Island has several internationally marketed registration services, a wider set of corporate and regulatory registers, and domestic civil and asset records. There is no single comparable global ranking across these functions. Fleet size, inspection performance, customer-service awards and industry reputation answer different questions.

This catalogue covers the principal registry families identified in this research. It is not a certified census of every statutory administrative register, internal departmental list or professional membership roll. Categories and subregisters should not be added together as though each were a separate institution.

## Shipping and aviation

The shipping service registers vessels, rather than ports. Its four available ports of registry are Douglas, Castletown, Peel and Ramsey. [Ship Registry registration FAQs](https://www.iomshipregistry.com/registration/more/more-information/registration-faqs/)

| Registry or service | Scope | International comparison established |
| --- | --- | --- |
| Merchant ship register | International ship registration and associated ownership and mortgage records | The registry's 2025 annual report reports 20th globally by gross tonnage, with 11.94 million gross tons. This is a dated registry-reported size ranking. The 2024 enterprise plan's older Clarksons-based description was 19th. [2025 report, printed p 9](https://www.iomshipregistry.com/media/wddnpngj/iomsr-annual-report-2025.pdf), [2024 plan](https://www.iomdfenterprise.im/media/rfdlo0eu/final-department-plan-2024.pdf) |
| Shipping flag inspection performance | Inspection and detention outcomes for the flag, rather than size | Paris MoU's 2025 performance list places Isle of Man 17th, with 362 inspections and six detentions during 2023–2025. Lists apply from 1 July 2026. This is a regional port-state-control comparison of assessed flags, not a universal quality or market-share ranking. [Performance table](https://parismou.org/year-report/year-report-2025/performance-lists/) and [effective date and method](https://parismou.org/2025-performance-lists/) |
| Commercial and pleasure yacht registration | Yacht categories within the Ship Registry, including associated charter/use schemes | No independently established current worldwide yacht-register rank found. [Registry service menu](https://www.iomshipregistry.com/) |
| Small Ships Register | Separate small-ship registration service | No comparable global league table established. [Registry service menu](https://www.iomshipregistry.com/) |
| Fishing vessel registration | Fishing boats, with registration distinct from fishing permission | No comparable global registry rank established. [Official fishing-vessel registration notice](https://www.iomshipregistry.com/media/1259/ran-10-registration-of-fishing-vessels-in-the-isle-of-man.pdf) |
| Demise or bareboat ship registration | Registration arrangements involving a charterer | Registration route within the shipping system, not an additional globally ranked fleet. [Registry service menu](https://www.iomshipregistry.com/) |
| Ships under construction | Statutory registration provision, including associated mortgage instruments, under section 60A and Schedule 4A of the Merchant Shipping Registration Act 1991 | Enabling provision verified in the published Act; live population and current operating procedures not established. [Act](https://manx.42.uk/documents/shipping-1991.pdf) |
| Aircraft Register | M-prefix private/corporate aircraft and transitional registration services | A sixth-largest business-aircraft-registry description is documented in 2017 reporting and repeated in later commercial material. A current independently dated world ranking was not established. [2017 reporting](https://www.ainonline.com/aviation-news/business-aviation/2017-05-22/isle-man-registry-turns-10-1000th-aircraft-books) |
| Aircraft mortgage register and related services | Mortgage searches, registration and related lender records | No global mortgage-register league table established. The official aircraft site identifies mortgage services and international convention arrangements. [Official overview](https://www.iomaircraftregistry.com/about-us/overview/) and [mortgage services](https://www.iomaircraftregistry.com/services/mortgage-services/) |

The aircraft registry's own overview cites Best Global Aviation Registry awards for 2019 and 2020 from World Commerce Review. These are dated awards, not evidence of current first place by fleet size or independently measured safety. [Official overview](https://www.iomaircraftregistry.com/about-us/overview/)

For an additional shipping-size comparator, UK Department for Transport statistics place the combined Crown Dependencies 17th by trading-fleet deadweight at end-2025, with Isle of Man accounting for over 99.9% of their deadweight. This is a close proxy for Manx scale, but remains a grouped figure, not a separately published exact Manx rank. The measure covers trading vessels of at least 100 GT; it differs from fleet count and gross tonnage. [DfT 2025 fleet statistics published February 2026](https://www.gov.uk/government/statistics/shipping-fleet-statistics-2025/shipping-fleet-statistics-2025)

The Ship Registry's 2025 annual report records 800 vessels: 301 merchant ships, 318 pleasure yachts, 30 commercial yachts, 59 fishing vessels and 92 small ships. The same report cites Paris White List 25th and Tokyo White List 8th as its reporting-period figures. Do not substitute the report's older Paris position for the newer Paris MoU list effective July 2026. Its 20th-place gross-tonnage ranking also differs from the DfT grouped deadweight comparison. [2025 annual report, printed p 9](https://www.iomshipregistry.com/media/wddnpngj/iomsr-annual-report-2025.pdf)

## Corporate and ownership registries

The Companies Registry's official directory lists the following categories. Its introduction says eight distinct registries, while its visible menu contains nine categories including credit unions; this catalogue retains the names rather than repeating the inconsistent total. No consistent global ranking was established for any of these individual registers. [Official registry directory](https://www.gov.im/categories/business-and-industries/companies-registry/registries/?iomg-device=Desktop)

1. Companies under the 1931 legislation.
2. Companies under the 2006 Act.
3. Limited liability companies.
4. Foreign companies.
5. Business names.
6. Limited partnerships.
7. Foundations.
8. Industrial societies.
9. Credit unions.

Companies Registry also provides a beneficial-ownership database and processes company charge and mortgage filings. Beneficial ownership and corporate security filings are associated records, not extra company populations. There is no general comparable world league table for either. [Beneficial ownership](https://www.gov.im/categories/business-and-industries/companies-registry/beneficial-ownership/?iomg-device=Desktop) and [practice notes including charges and mortgages](https://www.gov.im/categories/business-and-industries/companies-registry/practice-notes/)

## Digital and emerging asset registries

| Registry or arrangement | Function | International standing |
| --- | --- | --- |
| .im domain registry | Country-code internet domain registrations and subordinate namespaces | IANA identifies the Isle of Man Government as manager. No current comparative registration-volume rank verified. [IANA delegation](https://www.iana.org/domains/root/db/im.html), [registration service](https://www.nic.im/public/NewDomain.mth) |
| Register of controllers and processors | Information Commissioner's data-protection registration system | Compliance record, not a registry of ownership of datasets; no comparable world rank established. [Public register](https://icoregister.powerappsportals.com/) |
| Data Asset Register and Registrar | Developing registration framework associated with Data Asset Foundations | Tynwald's May 2026 proceedings announce Royal Assent for the Foundations (Amendment) Act 2026. The October Chamber report targets Q1 2027 launch, with January the working aim. Exact enacted text and commencement still require reconciliation; an open register and population are unverified. No established ranking. [Assent record](https://manx.42.uk/documents/daf-assent-record.pdf), [October report](https://www.iomchamber.org.im/sites/default/files/content-files/Chamber%20articles/20261020_EVT_DataAssetFoundationsPostEventReport_v0.3_17417255572152858741.pdf) |
| Satellite filings | Satellite spectrum and orbital-resource filings through the Island's authorised arrangements | CURA says submissions go through Ofcom to the ITU. This is not evidence of a separate independent Manx world-ranked satellite registry. [CURA](https://www.cura.im/satellite-filings/) and [Ofcom](https://www.ofcom.org.uk/spectrum/space-and-satellites/satellite-filings) |

For patents and trade marks, the Island is not operating a separate internationally ranked registration office comparable to its aircraft register. Government and UK IPO guidance describe the UK registration framework applying to the Island. IP ownership through a Manx company must be distinguished from registration of the right. [Manx government guidance](https://www.gov.im/categories/business-and-industries/oft-licensing-and-registration/copyrights-and-trade-marks/) and [UK IPO territorial guidance](https://www.gov.uk/government/publications/extension-of-uk-intellectual-property-rights-abroad/extension-of-uk-ip-right-abroad-countries-i-to-n)

## Financial and sectoral regulatory registers

These establish permission or oversight status rather than title to an internationally mobile physical asset. No consistent current worldwide registry ranking was established for them.

| Land-based gambling licences and permits | Bookmakers, betting offices, casino and controlled-machine suppliers | [GSC list](https://www.isleofmangsc.com/gambling/supervision/land-based-licence-holders/) |
| Medicinal cannabis licensing | GSC licensing system, including cultivation, manufacturing and other activities | A licensing regime is established; a complete public licenceholder register and global comparison were not verified in this pass. [GSC scope](https://www.isleofmangsc.com/cannabis/) |

Ranking an insurance domicile, financial centre or gambling market is a separate exercise requiring premiums, assets, business volume or a specified competitive index. A jurisdiction's reputation does not establish a ranked registry.

## Civil and domestic asset registers

These are important public infrastructure, with no meaningful global market-position rank established in this review.

## Implications for the agentic economy research

The [developed strategy](https://manx.42.uk/research/strategy/) sets out proposed markets, accountable delegation, data governance and delivery gates. The [legal map](https://manx.42.uk/research/legal-map/) identifies underlying Acts and instruments, downloaded copies and remaining gaps; it is not a complete certified collection of current registry law.

The useful connection is institutional design: identifying an asset or entity, identifying responsible parties, recording interests, establishing operational requirements and keeping records current. Ships, aircraft, companies, domains and data each implement different parts of that pattern.

A research hypothesis is that some of these capabilities could support accountable delegated AI activity. Possible subjects include agent identity, principals and authority limits, changes of control, audit evidence and recorded security interests. These are proposed research directions, not existing Manx agent registers or established legal effects. Comparative demand, enforceability, international recognition, operating competence and economic additionality would need testing.

The next evidence gaps are a current independently dated global aircraft size ranking; independent corroboration and a 2026 update of the registry-reported 2025 Manx shipping size rank; comparative yacht data; live Data Asset Register launch and population evidence; and a department-by-department statutory inventory if every administrative register is required. The available evidence supports an international maritime and aviation registration business, but does not support assigning a global numerical position to every register.
